CITY-WIDE WIRELESS VIDEO CAMERA NETWORK BID SPECIFICATIONS
The following requirements are set forth for prospective bidders. Responses must include a narrative description of all the following capabilities that must be offered: • A city-wide wireless camera network will be established for the Williamston Police Department that will enable high-quality wireless video surveillance cameras to be connected to a centralized Network Video Recorder (NVR) located at the Williamston Police Department from long distances (up to 20 miles), while being able to maintain a consistent 30 frames/second (fps) level of video quality. • This city-wide wireless camera network will also be capable of deploying across the Town private, secure wireless “Police Hotspots” at locations designated by the Williamston Police Department that will support all the department’s high-speed “Mobile-Field-Reporting” (Mobile-Data) applications. • In addition, all current and future “Police Hotspots” deployed must have the capability of transmitting at a minimum data-rate of 45 Mbps in order to support both high-speed law enforcement Mobile-Data applications, while simultaneously enabling remote video monitoring & manual PTZ wireless camera control from anywhere over the city-wide wireless network, including from police in-car laptops and from the department’s central dispatch location. • A network of wireless access points must be designed and installed at key locations across the Town in order to establish the wireless “relay stations” required to support this city-wide wireless network. The deployment will include using water tanks, towers and buildings provided by The Town of Williamston for this purpose. The vendor will be responsible for the design layout, the installation and the maintenance of these wireless “relay stations.” • The vendor will provide at no charge to The Town of Williamston the use of the centralized NVR and the Central Relay Point. These are the basic wireless infrastructure components for a city-wide wireless camera network. They also will be owned, maintained and expanded in the future by the vendor all at no charge to the Town. • Vendors must have experience in designing and deploying city-wide and/or county-wide wireless video camera networks for local governments and their law enforcement agencies. They must also have the future capacity to provide other wireless products and services beyond point-to-point wireless communications, such as 911 Video Call Boxes, “Free WiFi” coverage in designated public areas and integration with emergency management first-responder hand-held devices, as well as in-car laptops. Specific experiences and references must be provided. • The wireless video surveillance cameras to be proposed by each vendor must meet the following minimum specifications: 1. Pan/Tilt/Zoom (PTZ) & fixed cameras will all be IP-based, wireless digital cameras and meet the specifications of WildFire's WF-P27-1 cameras. 2. Cameras must be movable to other sites with minimal expense 3. A high-capacity Network Video Recorder (NVR) with DVD burner placed at the Williamston PD 4. All camera and wireless units will be backed-up by Uninterruptible Power Systems (UPS) and surge protection. 5. PTZs - must be a minimum of the following; a. H.264 b. 27x optical lens magnification c. .3 Lux minimum d. 480 lines (color) e. Programming – with 120 pre-set “patrolling” positions f. Remote Control – ability to override pre-sets to manually control camera & return to “patrol” mode as default 6. Fixed cameras - must be a minimum of H.264 & 520 lines (color). • The Williamston Police Department must have the capability to allow all local entities buying their own wireless cameras to join the city-wide wireless camera network to have remote video monitoring access to their specific wireless cameras and NVR recordings, plus remote manual-control capability of their specific PTZ cameras and NVR playbacks. This capability must be available from the central dispatch location and from in-car laptops over “Police Hotspots” at 30 fps. • The “Free WiFi” service will utilize 802.11 wireless communications in the 2.4 GHz radio spectrum, all “Police Hotspots” and other wireless network infrastructure links will be delivered through either 4.9 GHz or 5.8 GHz radio spectrum. The Town of Williamston will provide the internet bandwidth to the public internet. The vendor will also be required to provide “bandwidth control” features as part of the “Free WiFi” system. • Vendors must operate and offer free of charge a 24x7 Network Operations Center (NOC) with the analytical capability (remote-status monitoring) sufficient to monitor the performance integrity of all the wireless video and Wi-Fi equipment deployed across the city-wide wireless camera network and to troubleshoot the problems and remotely restore service for a majority of incidents. • Vendors must have a Customer Service HelpDesk in place to enable timely responses to all customer issues, including training requests, assistance with pulling video clips, with video archiving, etc. • Vendors must specify the warranty coverage they include (parts & labor) • Vendors are required to offer and provide details of their extended warranty agreements. • Rapid deployment capability must be demonstrated by each bidder. Site-survey and overall project-management plans for each installation must be submitted. • Vendors must show a business focus on law enforcement by confirming membership or trade association support of statewide or regional law enforcement trade organizations. • DEADLINE FOR SUBMISSION IS 5:00 PM FEB. 22, 2012; BID OPENING WILL BE AT 1:00 PM MARCH 5, 2012 AT THE WILLIAMSTON TOWN HALL.

NUISANCE ABATEMENT
The Town of Williamston is seeking individual contractors or businesses interested in abating nuisances to cut grass / weeds or to perform general clean-up (which may include junk or debris removal) of properties as part of the Town’s nuisance abatement process. Contractors/businesses must be bonded and insured including general umbrella liability coverage. Also, contractors/businesses must comply with all applicable state and federal law including but not limited to environmental laws as well as labor and employment matters.
